Shewhart's control chart separates variation inherent in a process from variation caused by a specific event. It is the origin of the idea that you should measure a system before you have views about it.
It sits in Evidence because the modern requirement, that a system produce its own trail as a byproduct of running rather than assembling one before an audit, is the same idea applied to agents.
