Push decision rights to the unit in contact with the problem, and make the center a supplier of resources rather than a gate.
Arises where the situation changes faster than a report can travel: combat, the shop floor, field sales into unfamiliar markets, incident response. Works where the front line has been trained to the judgment the center is trusting.
What pulls against what. A shape is a way of resolving these, not a way of removing them.
Decision rights sit at the point of contact. Resources are pulled by whoever hears the problem, not allocated by whoever hears about it later. The center sets intent, supplies resources on call, and audits after the fact.
Stopping is a right, not a request. The andon cord is the shop-floor version, and Huawei's phrasing is that those who hear the gunfire call for the artillery. Coordination loads because the pull itself is the coordination mechanism. Evidence and Mastery starve because the record is written after the decision, and the judgment being trusted is rarely assessed before it is relied on.

Each of these is written to be tested. If one is false, the shape is being described, not run.
When it works, you give up
- Central comparability. Units that decide locally produce different outcomes for similar cases.
- Pre-approval as a control. The audit happens after the decision, and the record has to be good enough to support it.
- Efficient resource use. A pool that answers pulls sits idle between them.
How it breaks
- Works until the front line lacks the judgment the center assumed.
- The right to stop erodes into a request to stop, usually the first time a halt costs money.
